A \u20ac3 duty on low-value imports\u2014sounds manageable. But that&#8217;s not quite how the math works, and the difference could catch a lot of merchants off guard.<\/p>\n\n\n\n<h2 id=\"h-what-the-eu-de-minimis-rule-change-means-for-your-shipments\" class=\"wp-block-heading\">What the EU de minimis rule change means for your shipments<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">For years, the EU&#8217;s de minimis rule let low-value shipments\u2014anything under \u20ac150\u2014enter duty-free. That provision disappears on July 1, 2026.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In its place: a mandatory \u20ac3 flat-rate duty per HS code type on any B2C parcel with a total declared value under \u20ac150. If your parcel clears that threshold, every distinct product type in the package triggers a separate \u20ac3 charge.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Note: This \u20ac3 duty is in addition to standard EU Import VAT, which still applies to all orders.\u00a0<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">These EU de minimis shipping changes apply to all B2C shipments arriving in the EU from outside\u2014US, UK, Canada, Australia, and beyond. If you ship from a country with an EU Free Trade Agreement (like the UK or Turkey), reduced or zero rates may apply\u2014but you&#8217;re still required to comply with the new data rules. Check with your carrier or customs advisor.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">B2B shipments under \u20ac150 are not subject to the \u20ac3 flat rate. If you have a mix of B2B and B2C volume, you&#8217;ll need to flag orders appropriately.<\/p>\n\n\n\n<h2 id=\"h-how-to-calculate-eu-duty-costs-on-your-orders\" class=\"wp-block-heading\">How to calculate EU duty costs on your orders<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The \u20ac3 duty applies to any parcel valued under \u20ac150 total\u2014and within that parcel, it&#8217;s charged per HS code type, not per parcel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.shipstation.com\/blog\/six-digit-hs-code-now-required-for-international-shipments\/\" target=\"_blank\" rel=\"noreferrer noopener\">HS codes (Harmonized System codes)<\/a> are standardized product classifications used by customs authorities. Each distinct type of product carries its own code\u2014and each distinct HS code in a shipment triggers a separate \u20ac3 charge.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Here&#8217;s what that looks like in practice.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A customer orders a t-shirt (HS code: 6109.10), a phone case (HS code: 3926.90), and a scented candle (HS code: 3406.00). Three different product types, three different HS codes\u2014that&#8217;s \u20ac9 in new duties on a single order.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If two items share the same HS code\u2014say two t-shirts in different colorways\u2014they count as one classification type. But most ecommerce orders, especially in fashion, home, or lifestyle, mix categories.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Run that math on your average EU order. If your customers typically buy two or three product types per transaction, you&#8217;re looking at \u20ac6 to \u20ac9 in duties per shipment. Multiply that across your EU volume, and the numbers matter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">EU de minimis shipping changes will hit sellers differently depending on catalog mix and average basket size. It&#8217;s worth knowing your own numbers before July 1.<\/p>\n\n\n\n<h2 id=\"h-eu-customs-data-requirements-every-shipper-must-know\" class=\"wp-block-heading\">EU customs data requirements every shipper must know<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The duty is only part of the compliance picture. Inaccurate codes can cause delays and incorrect charges.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Three Product Identifiers (PIDs):<\/strong> your merchant product ID (like a SKU), a non-standardized manufacturer ID (like a model number), and a standardized ID\u2014EAN, GTIN, UPC, or ISBN.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If you&#8217;re not already capturing these identifiers in your product catalog, now is the time. Missing or incomplete data can result in shipments being held or delayed at customs.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While declaring PIDs is technically voluntary starting July 1, 2026, it becomes <a href=\"https:\/\/taxation-customs.ec.europa.eu\/news\/guidance-and-legal-text-temporary-flat-fee-low-value-imports-which-will-apply-until-1-july-2028-2026-06-08_en\" target=\"_blank\" rel=\"noreferrer noopener\">strictly mandatory on November 1, 2026<\/a>. We recommend starting as early as possible to help avoid potential border delays.<\/p>\n\n\n\n<h2 id=\"h-how-the-new-eu-duty-affects-your-return-costs\" class=\"wp-block-heading\">How the new EU duty affects your return costs<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Here&#8217;s the detail that tends to catch merchants off guard: the \u20ac3 duty is non-refundable on customer returns.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If a buyer in France receives your package and then returns the product, that \u20ac3 per item doesn&#8217;t come back. Depending on your EU return rate and the mix of products in typical orders, that&#8217;s a real cost to factor in.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is especially relevant for apparel and accessories sellers, where return rates run high. Review your EU margin model and make sure the duty is accounted for\u2014both in pricing and in how you communicate your return policy to customers.<\/p>\n\n\n\n<h2 id=\"h-ddp-vs-ddu-which-option-protects-your-eu-customers\" class=\"wp-block-heading\">DDP vs. DDU: which option protects your EU customers<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">When shipping internationally, you choose who pays duties at delivery: <a href=\"https:\/\/www.shipstation.com\/blog\/ddu-vs-ddp-explained-your-2025-shipping-strategy-guide\/\" target=\"_blank\" rel=\"noreferrer noopener\">the sender (Delivered Duty Paid, or DDP) or the recipient (Delivered Duty Unpaid, or DDU)<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">DDU puts the charge on your customer&#8217;s doorstep\u2014literally.
