What is a mailing and shipping rate change?

A rate change is a regular update to shipping prices made by carriers. These adjustments can happen for a variety of reasons, including fuel costs, inflation, operational improvements, or market demand. In some cases, carriers may also use dynamic pricing, where rates fluctuate based on factors like volume, capacity, seasonality, or delivery speed. Together, these updates help carriers remain competitive while continuing to invest in reliable service.

October 2026 Changes

USPS will temporarily increase rates for select domestic shipping services during the 2026 holiday season.

Effective: October 4, 2026 through January 17, 2027

What this means for you

• USPS Ground Advantage®: Commercial rates will increase by $0.40–$7.70, depending on package weight, shipping zone, and cubic tier.
• Priority Mail®: Commercial rates will increase by $0.40–$9.10, depending on package weight, shipping zone, and cubic tier.
• Priority Mail Flat Rate®: Rates will increase by $1.75 for Large Flat Rate Boxes and $0.85 for all other Flat Rate products.
• Priority Mail Express®: Commercial rates will increase by $1.40–$18.20, depending on package weight and shipping zone.
• Priority Mail Express Flat Rate®: Flat Rate Envelope rates will increase by $2.35.
• Parcel Select®: Rates will increase by $0.40–$2.35, depending on package weight.

No other USPS products or services are affected by the temporary holiday rate changes.

July 2026 Changes

The USPS has announced several scheduled rate and service updates for July 12, 2026 and July 15, 2026, focusing on rural ZIP Code, dimensional (DIM) weight calculations and hazardous materials (HAZMAT).

Rural Ground Advantage™ ZIP Code Updates

To align with new USPS commercial pricing standards, USPS implemented rate adjustments on July 15th that affect Rural Ground Advantage shipments:

• Sub-1 lb Rural Rate: All Ground Advantage packages under 1 lb shipped to specific rural ZIP codes will now be charged the flat 15.99 oz rate (e.g., a 2 oz package will cost the same as a 15.99 oz package).
• What’s Unchanged: This is destination-based only; shipments originating from rural areas to non-rural areas are unaffected. The official Rural ZIP Code list and all standard Ground Advantage rates remain the same.

Dimensional Weight Updates

Based on announced USPS updates, the following dimensional weight changes are scheduled to align with industry standards:

• Updates Divisor: The announced DIM divisor is changing from 166 to 139, which may result in packages being calculated at a higher billable weight.
• Rounding Up: Package fractions should round up to the next whole inch (e.g., 12.25″ is treated as 13″).
• Measurements: The carrier expects shippers to provide accurate Length, Width, and Height details for packages.
• Potential Non-compliance Fees: Beginning tentatively in early 2027, inaccurate package dimensions may be subject to a non-compliance fee.

Real-World Example

Imagine you are shipping a coffee maker in a box that measures 12.25″ x 12.25″ x 12.25″ and physically weighs 5 lbs.

• Under the older formula guidelines: Rounding the dimensions down to 12 inches and applying the previous 166 divisor would typically result in an 11 lb billable weight.
• Under the scheduled guidelines: Rounding the dimensions up to 13 inches and applying the new 139 divisor would result in a calculated billable weight of 16 lbs.

The Potential Impact: Because of how the updated divisor handles fractions of an inch, the calculated billable weight for this package size rises from 11 lbs to 16 lbs, which could correspond to a higher shipping rate.

HAZMAT Shipping Updates

According to USPS announcements, the USPS plans to introduce new HAZMAT fees and noncompliance penalties:

• Handling Fee ($7.50): A per-package fee for shipping hazardous materials (applies to Priority Mail Express® and Priority Mail®).
• Noncompliance Fee ($50): A penalty charged on every package failing to meet HAZMAT regulations (e.g., incorrect physical labels, or shipping restricted items) for Priority Mail Express®, Priority Mail®, and Ground Advantage™.

April 2026 Changes

USPS is rolling out a temporary 8% price increase on select domestic shipping services, effective April 26, 2026 through January 17, 2027. This change is intended to better match current transportation and operating costs with today’s market conditions.

• What’s changing: The increase applies to domestic shipping products, including Priority Mail®, Priority Mail Express®, USPS Ground Advantage™, and Parcel Select.
• What’s not changing: No other services are impacted by this update. First-Class Mail® stamps and other USPS offerings will remain the same during this period.

February 2026 Changes

USPS Rural ZIP Code Changes

Effective February 23, 2026, the USPS is updating its list of rural ZIP Codes that are subject to varying shipping prices based on the destination. This updated list contains 20 fewer ZIP Codes than the previous list, which was established in September 2024, as some were removed and others were added. To determine if a specific ZIP Code is affected by this change, please contact our support team.

January 2026 changes

USPS has implemented rate changes effective January 18, 2026, which could impact your shipping costs. These adjustments primarily affect competitive package services, which are critical for high-volume shippers.

• Focused on shipping: Rate updates impact shipping services like Ground Advantage, Priority Mail, and Priority Mail Express.
• No stamp increases: First-Class Mail stamp prices will remain the same this January.
• No impact to mailing services: Mailing services and pricing are not affected by these changes.

• Priority Mail®: Average decrease of 1.0%. Savings up to $7.18 and discounts up to 12.0% off Commercial Rates.
• Priority Mail® flat rate: Average decrease of 0.5%. Savings up to $3.00 and discounts up to 13.5% off Commercial Rates.
• Priority Mail® cubic: Average decrease of 1.0%. Savings up to $3.19 and discounts up to 13.7% off Commercial Rates.
• Priority Mail Express: Average increase by about 1.2%.
